Before Building a Home

Congratulations on your decision to build your new home in the Pine Shadows Subdivision!

Before you start, we have put together a list of helpful items to help the process go more smoothly, comply with the covenants, avoid headaches others have run into, and add your home to our neighborhood of desirable residential properties. Please feel free to contact a board member if you have any questions. As our board is all volunteers, the fastest way is through our website email link.

  • Get your 911 home address. This is done by calling the Fall River County Assessors Office at 745-5136. This will make it easier for emergency personnel find you in case of an emergency and for contractors to locate your building site.
  • Get a boundary survey. KNOW where your property lines are and have them clearly marked for those working on your property. Be familiar with the easements in the covenants. Remind contractors & others not to trespass or drive over adjoining lots. A local survey engineer familiar with Pine Shadows is Anderson Engineers 662-5500. Their fee is small compared to moving a misplaced fence or septic system, building in the easements, or the damage of clearing trees on the wrong lot. Yes, these things have already happened!
  • Contact the Pine Shadows Road District to obtain approval for your driveway approach prior to constructing your properties access.
  • Check your building plans. Property Use: Residential use, single family homes only, minimum 910 sq. ft, not over 2 stories in height. Construction must be completed in one year, using new materials. Structures existing elsewhere may not be moved into the subdivision. The City of Hot Springs does require contractors working in the city limits to be licensed and insured. For your protection, make sure your contractor is currently licensed and insured.
  • Mobile/manufactured homes, including double & triple wides, are not allowed. Modular homes are allowed; however, make sure it is a true modular. Manufactured homes “converted” to a modular need to be approved by the board to verify compliance as they may not be true modular homes. Please check with the board before purchasing the home as some dealers may say anything to make the sale.
  • No basements, tents, shacks, garages, barns, temporary structures, or other outbuildings may be used as a residence at any time. Campers, RV’s, and tents may be used in a camping situation, no longer than 2 months at a time.
  • Consider FireWise building guidelines. Keep your home safer from wildfires by keeping trees & brush away from roofs, decks, & other flammable areas. Create a fire safe zone around your home to help firefighters protect your home. More information can be found at: firewise.org.
  • Slash piles may be burned by permit only. Call 745-5820 or go to: state.sd.us/burn permits. If you need assistance.  Green slash breeds pine beetles which are causing great damage in the Black Hills. If you can’t burn right away, you can reduce the problem by hauling green slash away, chipping it or not cutting during the months of February to July when the beetles are less active.
  • Call Dig Safe at 800-781-7474 or 811 to mark any existing underground utilities. Call at least 2 working days prior to digging.
  • Black Hills Electric Co-op is our electric company. They can be reached at 673-4461 or 800-742-0085. They have great programs for new home builders, including a surge protector that can be mounted on your power pole. If you plan to have a yard light, ask about their directional lights which direct light downward to help avoid night pollution.
  • Water. We have no rural water system yet. There are about 50/50 wells and cisterns in our development. Wells are running 500-900 feet deep. Cisterns can either be serviced on a regular fill basis by 4J Water Service at 745-5114 or by hauling it yourself. The Hot Springs pumping station delivers about 400 gallons of water for $2.00 which is quite economical if you have a truck & tank. Culligan service is available at 745-3196.   Southern Black Hills Water System is working on providing rural water service to the Cascade area.   • Golden West Telecommunications is our phone and internet provider.  Contact at 745-3103 or 1-855-7777. Not all properities in the development have land lines installed. We do have high speed DSL service available.
  • Sellite Dish TV or internet TV service is needed as we do not have cable service. Both Dish Network & Direct TV service are available as well as various streaming channels ie. HULU, Apple TV, Utube etc.
